In Los Angeles, heat-related power failures snarled traffic, and in Death Valley, where temperatures hit triple digits, the forecast is could bring a record 129 degrees. NBC's Gabe Gutierrez reports.

More than thirty people were taken to hospitals for heat-related injuries and illnesses Friday at a music festival in Las Vegas, authorities said, as a wave of life-threatening blistering temperatures blazed across the West.

Clark County fire personnel treated close to 200 people for heat-related nausea, vomiting and fatigue Friday afternoon and evening at the Vans Warped Tour, an eclectic outdoor music festival at the Silverton Casino off the famous Strip.

Most were given water and taken to shaded areas, but 34 had to be taken to hospitals for further treatment, the fire department said.

"It's pretty intense," said Clark County spokesman Eric Pappa. "We're used to summer temperatures of 100, 105. But we're beyond 100. It's a scorcher."

The high temperature officially hit 117 degrees at Las Vegas-McCarran International Airport ? equaling the airport's record ? Friday as thousands of people streamed to the casino site for the festival. The thermostat fell slightly Saturday, leveling at a still-steamy 105 degrees, according to The Weather Channel.

Records are similarly expected to be broken across the West and the Southwest through the weekend and into next week, the National Weather Service said, thanks to a high pressure "dome" parked over the sprawling region.

Death Valley, Calif., could even top 130 degrees Saturday through Monday, just below the world record high of 134 recorded there on July 10, 1913, The Weather Channel said.

Temperatures in Phoenix are expected to soar between 115 and 120 degrees. In western parts of Arizona, temperatures could reach 125.

Officials in Arizona warned residents to take precautions.

"If you get dizzy or lightheaded, those are some signs of dehydration. If you become confused, that's a real warning sign," Dr. Kevin Reilly of the University of Arizona Department of Emergency Medicine told NBC station KVOA of Tucson.

In Las Vegas, meanwhile, the National Weather Service warned of the potential for a "life-threatening heat event." Temperatures were expected to match those of a July 2005 heat wave when 17 people died in the Las Vegas Valley.

The extreme weather is expected to reach Reno, Nev., reach across Utah and stretch into Wyoming and Idaho, where forecasters are predicting potentially lethal hot spells. Triple-digit temperatures were forecast during Idaho's Special Olympics in Boise.

Runners take advantage of lower temperatures at sunrise Thursday in Mesa, Ariz. Excessive heat warnings will continue for much of the Desert Southwest as building high pressure triggers major warming in eastern California, Nevada and Arizona.

Organizers urged coaches to prepare their athletes.

"The basic stuff, wearing breathable, appropriate clothes, staying in the shade as much as possible, staying hydrated is obviously a big thing," Matt Caropino, director of sports and training for Special Olympics Idaho, told NBC station KTVB. "We've put in place some misters that we're going to have at our outdoor venues."

The National Weather Service advised people to keep tabs on signs of potentially lethal heat stroke.

"Heat stroke symptoms include an increase in body temperature, which leads to deliriousness, unconsciousness and red, dry skin," it said in a report. "Death can occur when body temperatures reach or exceed 106-107 degrees."

Los Angeles was forecast to peak between the upper 80s and the lower 90s Saturday as inland communities like Burbank edge toward the low 100s. Palm Springs, Calif., no stranger to steamy summers, may peak at 120 degrees, NBC station KMIR reported. Sweltering heat also is expected for the state's Central Valley, according to The Weather Channel.

While the west remains hot and dry, the east is getting lots of rain that has resulted in flash flooding. Some of the worst flooding was in upstate New York where whole neighborhoods remain under water. ?The Weather Channel's Mike Seidel reports.

Commercial airlines were also monitoring conditions because excessive heat can throw flights off course. The atmosphere becomes less dense in extremely high heat humidity, meaning there's less lift for airplanes ? calculations that have to be made individually for every type of aircraft.

Triple-digit heat forced several airlines to bring operations to a halt after Phoenix climbed to 122 degrees in June 1990.

?The Hunger Games' Is Coming to Comic-Con - Will Jennifer Lawrence?

NEW YORK (TheWrap.com) - Lionsgate will bring exclusive video of "The Hunger Games: Catching Fire" and "I, Frankenstein" to Comic-Con, the studio announced on Wednesday. Lionsgate is the first film studio to reveal its plans for the fan confab in July; its panel will take place Saturday July 20.

Lionsgate's decision to bring "The Hunger Games" is a no-brainer. The first film was one of the most successful films in recent years, catering to the often underserved but equally rabid female fans who swarm the San Diego Convention Center every summer.

Fans crave new footage and stars at each panel, and they'll get the new footage. Lionsgate said it would provide an exclusive trailer and never-before-seen footage from "I, Frankenstein," which stars Aaron Eckhart in an adaptation of Kevin Gevioux's graphic novel.

Yet it remains unclear whether "Hunger Games" star Jennifer Lawrence will be in attendance, as Wednesday's announcement merely said "talent from both films will be in attendance."

A spokesperson for Lionsgate had no comment when TheWrap inquired, and Lawrence's publicist said it had yet to be determined as she is currently filming the latest X-Men movie, "Days of Future Past."

Radiation from airport scanners: The dose we actually get is low

June 27, 2013 ? A new report by an independent task force commissioned by the American Association of Physicists in Medicine (AAPM), has found that people absorb less radiation from airport X-ray backscatter scanner than they do while standing in line waiting for the scan itself.

Measurements made on two scanners in active use at Los Angeles International Airport (LAX), as well as seven other scanners not in active use at the time of measurement, found that full-body scanners deliver a radiation dose equivalent to what a standard man receives every 1.8 minutes on the ground, or every 12 seconds during an airplane flight.

Put another way, an individual would have to receive more than 22,500 scans in a year to reach the standard maximum safe yearly dose determined by the American National Standards Institute and the Health Physics Society, according to AAPM Report No. 217, "Radiation Dose from Airport Scanners."

"This report represents a wholly independent review of the X-ray scatter airport scanners and is the first we know of to look at multiple scanners including those in actual airport use," said Christopher Cagnon, PhD, DABR, the chief of radiology physics at UCLA Medical Center and one of the lead authors of the new report. "We think the most important single take-away point for concerned passengers is to keep an appropriate perspective: the effective radiation dose received by a passenger during screening is comparable to what that same passenger will receive in 12 seconds during the flight itself or from two minutes of natural radiation exposure."

Sources of Radiation

Natural sources of radiation on the ground include terrestrial sources such as radon in the air, cosmic radiation from space, and even the decay of potassium in the human body. Radiation doses are greater in the air because at cruising altitude, there is less atmosphere to shield passengers and crew from cosmic radiation.

To compare naturally occurring radiation with that emitted by airport scanners, AAPM convened a volunteer task force composed of medical physicists from the University of California, Los Angeles and the University of California, Davis who donated their time. They measured the radiation delivered by Rapiscan Secure 1000 SP backscatter X-ray scanners, a model once commonly used in American airports but which the Transportation Security Administration has largely pulled from major airports due to passenger concerns over privacy.

The task force found that for a standard man -- approximately 178.6 cm (5'10") tall and 73.2 kg (161.4 pounds) -- one full-body scan delivered approximately 11.1 nanosieverts of radiation. (The "Sievert" is a common unit of radiation dose, and one "nanosievert" is one billionth of a sievert.)

On the ground, the same man receives approximately 3.11 millisieverts of radiation per year -- more than 10,000 times as much. The task force also found that the radiation dose a passenger receives during an average 2.84-hour plane flight -- 9.4 microsieverts -- is nearly 1,000 times greater than the dose delivered by one full-body scan.

"To our knowledge, all prior studies were contracted by the government and looked at a single scanner that was either of an older model or mocked up from component parts," Cagnon said. "A significant difference in our work is we were able to look at multiple working scanners both in the factory and in an international airport."

The AAPM report found that the LAX scanners emitted doses that were even lower than reported in the government contracted studies. The report also examines dose to skin and other superficial organs. To avoid any appearance of conflict of interest, this work was performed by independent physics experts volunteering their expertise, Cagnon added.

Pope names commission of inquiry into Vatican bank

VATICAN CITY (AP) -- Pope Francis' new commission of inquiry into the troubled Vatican bank has a brand new money-laundering case to look into: How a Holy See monsignor withdrew more than a half-million euros in charitable donations from the bank without any flags being raised, walked out of Vatican City with the cash, and then used the money to pay off his personal mortgage.

The case of Monsignor Nunzio Scarano is just one example of how lax norms and incompetence, if not more serious shortcomings at the Institute for Religious Works, or IOR, have sullied the Vatican's reputation in international financial circles and made it a target for Francis' clean-up and reform campaign.

Francis on Wednesday announced the creation of a commission of inquiry to look into the IOR's activities and legal status "to allow for a better harmonization with the universal mission of the Apostolic See," according to the legal document he signed creating it.

It was the second time in as many weeks that Francis has intervened to get information out of the IOR, a secretive institution best known for the scandals it has caused the Vatican. On June 15, he filled a key vacancy in the bank's governing structure, tapping a trusted prelate to be his eyes inside the bank.

Francis named five people to the commission, including two Americans: Monsignor Peter Wells, a top official in the Vatican secretariat of state, and Mary Ann Glendon, a Harvard law professor, former U.S. ambassador to the Holy See and current president of a pontifical academy.

American cardinals were among the most vocal in demanding a wholesale reform of the Vatican bureaucracy ? and the Vatican bank ? in the meetings outlining the priorities for the new pope in the run-up to the March conclave that elected Francis. The demands were raised following revelations in leaked documents last year that told of dysfunction, petty turf wars and allegations of corruption in the Holy See's governance.

Francis, who has made clear he has no patience for corruption and wants a "poor" church, has already named a separate commission of cardinals to advise him on the broader question of reforming the Vatican bureaucracy as a whole.

The Vatican bank was founded in 1942 by Pope Pius XII to manage assets destined for religious or charitable works. Located in a tower just inside the gates of Vatican City, it also manages the pension system for the Vatican's thousands of employees.

The bank commission's members have authority to gather documents, data and information about the bank's legal status and activities, even overriding normal secrecy rules to do so. Members can receive information from anyone in the Vatican bureaucracy as well as people who spontaneously volunteer information, and the commission can refer to outside advisers if necessary, according to the terms.

The commission will report back to Francis ? presumably with both information and recommendations ? and then will be dissolved, the document states. No timeframe was given but the commission is to start working soon.

The bank's daily management and activities continues unchanged.

The announcement came as the Vatican faces a new embarrassment involving the bank: Prosecutors in the southern city of Salerno have placed Scarano, an accountant in one of the Vatican's key finance offices, the Administration for the Patrimony of the Apostolic See, under investigation for alleged money-laundering stemming from his IOR account.

Scarano's attorney, Silverio Sica, told The Associated Press that the investigation concerns transactions Scarano made in 2009 in which he took 560,000 euros ($729,000) in cash out of his personal IOR bank account and carried it out of the Vatican and into Italy to help pay off a mortgage on his Salerno home.

To deposit the money into an Italian bank account ? and to prevent family members from finding out he had such a large chunk of cash ? he asked 56 close friends to accept 10,000 euros apiece in cash in exchange for a check or money transfer in the same amount, Sica said in a telephone interview. Scarano was then able to deposit the amounts in his Italian account.

"The money came from the Vatican. He wanted to bring it into Italy. He was advised to do it in this way," Sica said.

The original money came into Scarano's IOR account from donors who gave it to the prelate thinking they were funding a home for the terminally ill in Salerno, Sica said. He said the donors had "enormous" wealth and could offer such donations for his charitable efforts.

He said Scarano had given the names of the donors to prosecutors and insisted the origin of the money was clean, that the transactions didn't constitute money-laundering, and that he only took the money "temporarily" for his personal use.

The home for terminally ill hasn't been built, though the property has been identified, Sica said.

"He declares himself absolutely innocent," Sica said.

The Vatican spokesman, the Rev. Federico Lombardi, confirmed Wednesday that Scarano had been suspended temporarily from his job and that the Vatican's financial watchdog agency, known by its acronym AIF, was "aware of the case and is taking ? if and where appropriate ? the necessary measures."

Italian daily Corriere della Sera reported over the weekend that the Bank of Italy had flagged the case to the AIF, seeking information about Scarano's IOR account as part of the Salerno probe. Lombardi didn't respond when asked why the IOR itself didn't flag such unusually large cash withdrawals back in 2009.

There have long been questions about just what the IOR actually is and does ? questions which the commission presumably will try to iron out for Francis. Vatican officials have long insisted it's not even a bank, since it doesn't perform key banking activities like making loans.

It does however take deposits, transfer money and invest for its clients, who include Vatican officials, members of religious orders and diplomats accredited to the Holy See. The bank performs asset management services that in 2012 helped earn it 86.6 million euros in profit on 7.1 billion euros in total assets under management.

Mud-slinging Behind The Scenes As Malaysia's Taxi Apps Duke It Out

There is an ongoing land grab for taxi drivers in Malaysia, with taxi app startups aggressively targeting the handful of taxi drivers keen to jump on a digital platform. Two year-old taxi booking startup, MyTeksi has been busy recruiting cab drivers over to its service. When I visited its offices two weeks ago, Aaron Gill, MyTeksi’s product and marketing head, said the company ramped up its efforts over the past six months to convince drivers to get smartphones and data plans. It’s had to sell the benefits of getting hooked up to a service that allows drivers to receive jobs, rather than have to drive around looking for passengers by the side of the road. So far, MyTeksi has recruited about 2,500 drivers covering the capital city of Kuala Lumpur, as well as Putrajaya, Selangor and Negeri Sembilan. The platform receives one booking every eight seconds, or 10,000 per day, which nets the company about $3,100 (10,000 MYR) daily. Several competitors have joined the fray: Hopcab and TaxiMonger launched last year. But things really started heating up in the past month, when Rocket Internet debuted its Easytaxi service in the country. Since Easytaxi’s launch, there have been rumors of its staff approaching cabs with MyTeksi decals and getting them to hop over to Easytaxi instead. Sources close to the companies said that Easytaxi’s staff have also helped delete the MyTeksi app from drivers’ handsets, instead replacing them with Easytaxi’s app. Joon Chan, managing director at Rocket Internet did little to deny the rumors. “Drivers are free to use any app they want on their phones. It’s only fair since they pay for their own phones and data plans,” he said. He added that only about 10 to 15 percent of the drivers in the country have smartphones, indicating that the addressable pool of drivers is even smaller. But MyTeksi may be deploying its own anti-competitive tactics. Chan produced a photo of the MyTeksi app apparently prompting the driver to remove the Easytaxi app. Chan said Easytaxi started driver acquisition on the 12th of May, and has been putting up kiosks at gas stations to recruit drivers. The startup is expanding quickly?in the past month, it’s added five new employees each week, he said. As fires rage, feds cut funding on prevention

COLORADO SPRINGS, Colo. (AP) ? As the West battles one catastrophic wildfire after another, the federal government is spending less and less on its main program for preventing blazes in the first place.

A combination of government austerity and the ballooning cost of battling the ruinous fires has taken a bite out of federal efforts to remove the dead trees and flammable underbrush that clog Western forests. The U.S. Forest Service says that next year it expects to treat 1 million fewer acres than it did last year.

In real, inflation-adjusted dollars, the government is spending less on the Hazardous Fuels Reduction Program, run jointly by the Forest Service and the Interior Department, than it did in 2002. And President Barack Obama has proposed a 31 percent cut for the fiscal year that begins in the fall.

"Because the fires have gotten bigger and bigger, we've spent more of our money on suppression and less on fuel removal," Sen. Mark Udall, D-Colo., said in an interview. "We've gotten behind the eight-ball on this."

Federal firefighting officials say there is no question the program prevents some fires and makes others less dangerous to homeowners and firefighters alike. But they say they are caught in a bind.

"It's a wicked public policy question," said Tom Harbour, the Forest Service's director of fire and aviation management. "We've got to make trade-offs. We're living in a time of constrained budgets."

Wildfires have grown in intensity and cost across the nation because of a combination of high temperatures, drought, an infestation of pine-killing beetles, and the rising number of people living close to nature. Since the 1990s, 15 million to 17 million new homes have been built in dangerous fire zones, according to a government report.

The Forest Service says it must clear flammable materials from at least 65 million acres to tamp down the danger. The federal government is the primary landlord in the western United States, with responsibility for maintaining much of the open lands that burn during fire season.

Eight of the nine worst fire seasons on record in the U.S., as measured in acres burned, have occurred since 2000, according to the National Interagency Fire Center in Boise, Idaho.

Last year, 9.3 million acres burned, with 51 separate fires of more than 40,000 acres each. Colorado suffered its most destructive season in history as a blaze on the edge of Colorado Springs destroyed 347 homes. That record stood for less than a year: Last week, a wildfire just outside Colorado Springs devastated at least 502 homes and killed two people.

Arizona, California, Florida, Georgia New Mexico, Texas and Utah also have seen fires in the past six years that set records for size or destructiveness.

Meanwhile, the Hazardous Fuels Reduction Program has seen funding go from $421 million in 2002 to $500 million last year. When those numbers are adjusted for inflation, it is actually a slight decrease. This year's automatic budget cuts have reduced the funding even further to $419 million. The Obama administration is proposing to slash the total to $292 million next year.

That's frustrated Western lawmakers, who pushed to include an extra $200 million to clear downed trees and other potential fire fuels in the version of the farm bill that passed the Senate earlier this year. But it's unclear whether the provision will clear the House.

Forest Service Chief Tom Tidwell told the U.S. Senate Energy and Natural Resources Committee earlier this month that putting out fires is consuming an increasing share of his agency's budget.

In 1991, fighting fires accounted for 13 percent of the Forest Service budget; last year it was 40 percent, Tidwell said. The number of staffers dedicated to firefighting has gone up 110 percent since 1998, while the rest of the staff has shrunk by 35 percent, he said. The agency's overall budget, in inflation-adjusted dollars, is 10 percent lower than in 2001.

At the hearing, Sen. Ron Wyden, D-Ore., blamed the Obama administration's budget office for not believing in the value of fire prevention.

"This waltz has gone on long enough," Wyden said.

The government has other programs that lower fire danger, including letting ranchers graze their livestock on grassland and routine forest maintenance. But even those have become victims of the growing cost of fighting fires.

During last year's tough fire season, the Forest Service overspent its firefighting budget by $440 million. To close the gap, it borrowed from other accounts, including $40 million in brush clearance funds, according to Forest Service documents.

Congress eventually replenished those funds, but by then it was long after the work should have been completed, said Christopher Topik of the Nature Conservancy. He noted that a 2004 congressional report found that borrowing money disrupted critical fire prevention programs.

Last year, the Forest Service treated or restored 4.4 million acres, according to agency records. Next year that is projected to drop to 3.5 million. The number of acres treated for hazardous fuels is projected to fall from 1.8 million last year to 685,000 next year. Harbour said the agency is focusing on heavily populated areas, which are more expensive to treat.

A study for the Interior Department found it is more cost-effective to try to prevent fires than to just extinguish them once they erupt.

In a 2010 blaze in Arizona, for example, researchers found that the fire cost about $135 million. They calculated that every dollar spent on basic prevention, such as trimming dead branches and carting out downed trees, could have saved $10 in firefighting costs.

One of the study's co-authors, Diane Vosick of Northern Arizona University's Ecological Restoration Institute, likened the removal of old and easily ignitable trees ? whether by prescribed burns or mechanical harvesting ? to vaccinating people against a deadly disease.

"We know what to do and the investment up front is much easier than the aftermath, which the poor people of Colorado are dealing with right now," Vosick said.

'Modern-day slavery': State Dept. says millions of human trafficking victims go unidentified

Nine 7-Eleven store owners and managers who authorities say ran a ?modern-day plantation system,? employing dozens of immigrant workers at New York and Virginia convenience stores, were just one thread in a vast human trafficking and forced labor web that stretches around the world and into American homes.

Investigators filed indictments earlier this week against the eight men and one woman who were accused of hiding dozens of illegal immigrants from Pakistan and the Philippines at a string of convenience stores in two states.

The nine defendants arrested by investigators allegedly employed more than 50 illegal immigrants at ten 7-Eleven franchises in New York and four more in Virginia, using stolen identities to cover up their illicit activities, authorities said on Monday.

But while these alleged victims were discovered, Secretary of State John Kerry said on Wednesday that millions of victims of human trafficking slip past law enforcement every year as he released the State Department's 2013 Trafficking in Persons report.

"When we think of the scale of modern-day slavery, literally tens of millions who live in exploitation, this whole effort can seem daunting, but it's the right effort," Kerry said. "There are countless voiceless people, countless nameless people except to their families or perhaps a phony name by which they are being exploited, who look to us for their freedom."

Federal agents and police raid more than a dozen convenience stores in New York and Virginia, and arrest owners and managers for allegedly forcing foreign workers to work very long hours, for very little pay in their stores. Jay Gray reports.

Only about 40,000 victims of human trafficking have been identified in the past year, the report said, based on information obtained from governments around the world. The estimated number of men, women, and children who are trafficked at any one time worldwide may reach as high as 27 million, according to the report.

?Because reporting is uneven, we can?t say for certain how many victims of trafficking are identified each year,? said Ambassador Luis C. deBaca, director of the Office to Monitor and Combat Trafficking in Persons, in an introduction to the report.

?That means we?re bringing to light only a mere fraction of those who are exploited in modern slavery,? deBaca said. ?That number, and the millions who remain unidentified, are the numbers that deserve our focus.?

The report designated 21 countries as Tier Three, signifying that they make no significant effort to meet minimum standards of compliance set by the Trafficking Victims Protection Act, a 2000 law that allows for the prevention and prosecution of human trafficking.

After the release of the State Department's 2013 Trafficking in Persons report Secretary of State John Kerry talks about the importance of American leadership in combatting human trafficking.

The Tier Three countries listed by the report are: Algeria, the Central African Republic, China, the Congo, Cuba, Equatorial Guinea, Eritrea, Guinea-Bissau, Iran, North Korea, Kuwait, Libya, Mauritania, Papua New Guinea, Russia, Saudi Arabia, Sudan, Syria, Uzbekistan, Yemen, and Zimbabwe.

Yet the number of traffickers convicted by the Department of Justice fell over the past year, the report said, recording 138 traffickers convicted in 2012, according to the report. A year earlier, 152 convictions were obtained by the Justice Department in trafficking cases, the report said.

Justice Department task forces reported fewer investigations for 2012, as well, saying that the department conducted 753 investigations into human trafficking suspects last year, compared to 900 investigations into 1,350 suspects in 2011.

As many as 100,000 U.S. children may be victims of domestic human trafficking, according to estimates cited by a 2013 Congressional Research Service report. The tally of victims brought into the U.S. by traffickers each year might be as high as 17,500 people, according to the report.

In another domestic case announced by investigators this week, a woman with cognitive disabilities and her young daughter beaten and threatened in their Ohio home for more than two years, authorities said. Three people were arrested for holding the two victims captive against their will since May 2011, according to the U.S. Attorney for Northern Ohio.

Jessica L. Hunt, 31, and Daniel J. Brown, 33,?and?Jordie L. Callahan, 26, allegedly held the two victims captive and kept them under surveillance using a video monitor in an Ashland, Ohio apartment, according to an affidavit filed on June 17 in Ohio?s Northern District Court.

Police were alerted to the alleged abuses when the adult victim was arrested in October of 2012 for shoplifting a candy bar, and asked to be taken to jail rather than back to the apartment, according to the affidavit.

The victims in Ohio were forced to shop and clean for their captors, as well as care for their pit bulls and pet reptiles, according to the affidavit. They were denied food, beaten, and threatened with firearms, as well as snakes including a poisonous coral snake, and 130-pound Burmese python, and a ball python, according to the affidavit.

"We are yet again reminded that modern-day slavery exists all around us," said Steven M. Dettelbach, United States Attorney for the Northern District of Ohio. "One of our nation's core values is freedom, yet this woman and her child were denied freedom for two years.?

The chief executive of the Polaris Project, a non-governmental organization that works to prevent human trafficking, said the report brought attention to the ?appallingly high rate? of global human trafficking in a statement.

?The average American should understand that human trafficking is much larger and more prevalent than most people realize, and they may come across human trafficking in their daily lives,? Polaris Project CEO Bradley Myles told NBC News in an email. ?Hundreds of thousands of vulnerable women, men and children right here in the U.S. are lured or forced into commercial sex or to provide labor against their will.?

President Barack Obama has named human trafficking as a priority of his administration, and last year signed an executive order tightening safeguards and adding protections against use of trafficked labor by the government and federal subcontractors. In April, the White House hosted a forum on its efforts to crack down on human trafficking.

?But for all the progress that we?ve made, the bitter truth is that trafficking also goes on right here, in the United States,? Obama said in a speech on human trafficking in September 2012. ?It?s the migrant worker unable to pay off the debt to his trafficker.? The man, lured here with the promise of a job, his documents then taken, and forced to work endless hours in a kitchen.? The teenage girl, beaten, forced to walk the streets.? This should not be happening in the United States of America.?

Naval Academy football players to face sex assault charges

Three Naval Academy midshipmen will face charges for allegedly sexually assaulting a female midshipman last year, a U.S. military official told NBC News Monday.

The female midshipman told investigators that she was sexually assaulted by the three men ? all Academy football players at the time ? at an off-campus party in April 2012.?

The Naval Academy Superintendent, Vice Admiral Michael Miller, is the convening authority for the case. A spokesperson for the Naval Academy confirmed that Miller "has decided to send this case to Article 32 proceedings," the military equivalent of a preliminary hearing.?

It is unclear if all three men will face charges, which could come as soon as Tuesday.

"The initial [Naval Criminal Investigative Service]?investigation has been completed and reviewed,"?Naval Academy spokesman Cmdr.?John Schofield said, but he could not comment on what the specific charges are yet.

The woman initially reported the incident in 2012?and the Naval Criminal Investigative Service immediately launched an investigation, sources told NBC News. But?the woman essentially withdrew her complaint when she stopped cooperating with investigators, and the investigation was halted.?

But in February of 2013 she renewed her complaint and the investigation continued.

Sources said the woman knew the men and considered them friends, but during a night of heavy drinking the three allegedly had non-consensual sex with her at different times.

The woman's lawyer, Susan Burke, has told NBC News that her client was "ostracized" for the accusations, and that the incident was "widely known at the Naval Academy."?

Burke has been critical of the Academy in how they have handled the investigation. She said her client was disciplined for drinking while her alleged attackers went unpunished for more than one year.?

One of the accused, however, had his graduation put on hold this year pending while the investigation was ongoing.?

The other two are juniors at the Annapolis, Md., school.

Fiber-optic pen helps see inside brains of children with learning disabilities

June 18, 2013 ? For less than $100, University of Washington researchers have designed a computer-interfaced drawing pad that helps scientists see inside the brains of children with learning disabilities while they read and write.

The device and research using it to study the brain patterns of children will be presented June 18 at the Organization for Human Brain Mapping meeting in Seattle. A paper describing the tool, developed by the UW's Center on Human Development and Disability, was published this spring in Sensors, an online open-access journal. "Scientists needed a tool that allows them to see in real time what a person is writing while the scanning is going on in the brain," said Thomas Lewis, director of the center's Instrument Development Laboratory. "We knew that fiber optics were an appropriate tool. The question was, how can you use a fiber-optic device to track handwriting?"

To create the system, Lewis and fellow engineers Frederick Reitz and Kelvin Wu hollowed out a ballpoint pen and inserted two optical fibers that connect to a light-tight box in an adjacent control room where the pen's movement is recorded. They also created a simple wooden square pad to hold a piece of paper printed with continuously varying color gradients. The custom pen and pad allow researchers to record handwriting during functional magnetic resonance imaging, or fMRI, to assess behavior and brain function at the same time.Other researchers have developed fMRI-compatible writing devices, but "I think it does something similar for a tenth of the cost," Reitz said of the UW system. By using supplies already found in most labs (such as a computer), the rest of the supplies -- pen, fiber optics, wooden pad and printed paper -- cost less than $100.The device connects to a computer with software that records every aspect of the handwriting, from stroke order to speed, hesitations and liftoffs. Understanding how these physical patterns correlate with a child's brain patterns can help scientists understand the neural connections involved.

Researchers studied 11- and 14-year-olds with either dyslexia or dysgraphia, a handwriting and letter-processing disorder, as well as children without learning disabilities. Subjects looked at printed directions on a screen while their heads were inside the fMRI scanner. The pen and pad were on a foam pad on their laps.

Subjects were given four-minute blocks of reading and writing tasks. Then they were asked to simply think about writing an essay (they later wrote the essay when not using the fMRI). Just thinking about writing caused many of the same brain responses as actual writing would.

"If you picture yourself writing a letter, there's a part of the brain that lights up as if you're writing the letter," said Todd Richards, professor of radiology and principal investigator of the UW Integrated Brain Imaging Center. "When you imagine yourself writing, it's almost as if you're actually writing, minus the motion problems."

Richards and his staff are just starting to analyze the data they've collected from about three dozen subjects, but they have already found some surprising results.

"There are certain centers and neural pathways that we didn't necessarily expect" to be activated, Richards said. "There are language pathways that are very well known. Then there are other motor pathways that allow you to move your hands. But how it all connects to the hand and motion is still being understood."

Besides learning disorders, the inexpensive pen and pad also could help researchers study diseases in adults, especially conditions that cause motor control problems, such as stroke, multiple sclerosis and Parkinson's disease.

"There are several diseases where you cannot move your hand in a smooth way or you're completely paralyzed," Richards said. "The beauty is it's all getting recorded with every stroke, and this device would help us to study these neurological diseases."

The work was supported by a grant from the National Institutes of Health. Other UW collaborators on the project are Peter Boord, Mary Askren and Virginia Berninger.

ISTANBUL (AP) ? Protesters and Turkey's prime minister both refused to back down Tuesday in what could become the final battle for Istanbul's Taksim Square, the symbol of nationwide grievances against his government.

Tens of thousands of protesters returned to the square in the evening, in a show of defiance met with tear gas, rubber bullets and water cannons, hours after riot police had forced their way past improvised barricades to clear the square of protesters occupying the area for the past 12 days.

Hundreds more vowed to continue their sit-in at Taksim's adjacent Gezi Park, despite an order from Prime Minister Recep Tayyip Erdogan for them to leave ? an order bolstered by the police show of force.

A peaceful demonstration against the park's redevelopment that began more than two weeks ago has morphed into the biggest test of Erdogan's authority in his decade of power.

The unrest has spread to 78 cities across the country, with protesters championing their objections to what they say is the prime minister's increasingly authoritarian style and his perceived attempts to impose a religious and conservative lifestyle in a country with secular laws ? charges he rejects.

So far four people have died, including a policeman, and about 5,000 have been treated for injuries or the effects of tear gas, according to the Turkish Human Rights Foundation.

Tuesday's clashes, which saw police and protesters take and lose control of the square several times, came a day after Taksim saw its smallest gathering since the demonstrations began, sparked by a violent police reaction against a sit-in in the park to prevent its redevelopment. The government had also said Erdogan would meet with some of those occupying the park on Wednesday to hear their views.

"The relative calm yesterday was deceptive," said Robert O'Daly, Turkey analyst for the Economist Intelligence Unit.

"Mr. Erdogan's offer of dialogue appears to have been merely tactical. The appearance of riot police in the square this morning and renewed use of teargas against the protesters fits better with his defiant rhetoric," said O'Daly.

Erdogan, a devout Muslim, says he is committed to Turkey's secular laws and denies charges of autocracy. Yet as he defended his tough stance, he gave critics little hope of a shift in his position.

"Were we supposed to kneel before them and say 'please remove your pieces of rags'?" he said, referring to the dozens of banners and flags the protesters had festooned in the square. "They can call me harsh, but this Tayyip Erdogan won't change."

Confident of his position of power after winning the last elections in 2011 with 50 percent of the vote, Erdogan has insisted he will prevail. He made it clear that he has come to the end of his patience with the protesters, whom he accused of sullying Turkey's image abroad and being vandals and troublemakers.

"To those who ... are at Taksim and elsewhere taking part in the demonstrations with sincere feelings: I call on you to leave those places and to end these incidents and I send you my love. But for those who want to continue with the incidents I say: 'It's over.' As of now we have no tolerance for them."

"Not only will we end the actions, we will be at the necks of the provocateurs and terrorists, and no one will get away with it," he added.

His words, accompanied by the repeated rounds of tear gas that left many choking for breath, seemed to gird the resolve of many in the park rather than weaken it.

"People are definitely going to stay. The more the police attack, the more people come and stay," said Melda, a 29-year-old cook who rushed to the park Tuesday morning when she heard of the police intervention. Fearful of losing her job for participating in the protests, she asked that her surname not be used.

Melda and a group of friends had originally intended to go and set up a stall giving out cupcakes and sandwiches to the protesters. Instead they arrived with first aid supplies.

She had harsh words for those protesters who had thrown rocks and firebombs at riot police on the square earlier in the day.

"They're taking advantage of the situation," she said. "And then the prime minister calls us all terrorists."

On Tuesday, Erdogan, who has called major pro-government rallies in Ankara and Istanbul this weekend, insisted again that the unrest was part of a conspiracy against his government.

The demonstrators, he said, " are being used by some financial institutions, the interest rate lobby and media groups to (harm) Turkey's economy and (scare away) investments."

In Taksim, unrest continued into the night. The tens of thousands of protesters who returned in the evening were met with more rounds of tear gas, which was also fired into the park. Students clutching surgical masks, women in summer dresses and sandals, and boys selling gas masks ran through the trees for cover from the plumes of acrid chemicals that spewed out of canisters fired by riot police.

Istanbul Governor Huseyin Avni Mutlu asked peaceful protesters to stay away from Taksim until it was cleared of "marginal groups." He said some 30,000-35,000 had gathered as police stood by. Police fired tear gas to disperse them because some attacked police.

Ambulances ferried away the injured. Before the evening clashes, more than 300 people had already been treated in a makeshift infirmary set up in the park, most for the effects of tear gas, said volunteer Selin Akuner. Twelve had suffered head injuries.

In the square, water cannons doused a man in a wheelchair carrying a Turkish flag as a phalanx of helmeted officers moved forward. Plainclothes officers in gas masks yanked down banners for the second time in a day.

Barcin Yinanc, a columnist for the Istanbul-based Hurriyet Daily News, said Erdogan's speech indicated he wouldn't allow the occupation of Gezi Park for much longer.

"If there is a very serious clampdown, then I think that the protesters will continue to react against the government," she said.

However, he estimated they were unlikely to continue as they had. "Many believe that the message to the government was given sufficiently loud enough and that the opposition to the government should now move off the streets and be channeled through other ways."

But as night fell to the echoes of exploding tear gas canisters in Taksim, few protesters appeared willing to leave.

Tens of thousands on streets, Turkish PM Erdogan defiant

ISTANBUL/ANKARA (Reuters) - Turkish Prime Minister Tayyip Erdogan told a rally of thousands of flag waving supporters on Sunday that his patience with anti-government protests had its limits, while tens of thousands flooded an Istanbul square demanding his resignation.

The majority Muslim but constitutionally secular nation has been shaken by a week of its fiercest protests in decades, unrest which has exposed fault lines between a religiously conservative heartland fiercely supportive of Erdogan and a secular middle class who fear creeping authoritarianism.

Addressing crowds of cheering followers at Ankara airport, one of six rallies planned for Sunday, Erdogan accused the protesters of drinking beer in mosques and insulting women wearing headscarves, a symbol of Islamic piety - both accusations likely to anger his supporters.

"With our government, our party and most importantly our nation, it is we who have defended, and are most strongly defending democracy, law and freedoms," he told crowds chanting slogans including "We are ready to sacrifice our lives for you Tayyip".

"We were patient, we will be patient, but there is an end to patience," he said, to chants of "Rich people of Istanbul, evacuate Gezi Park immediately".

At a rival rally at Gezi Park in Istanbul's central Taksim Square, where riot police backed by helicopters and armored vehicles first clashed with protesters a week ago, tens of thousands chanted for the prime minister to resign.

The crowd included secularists carrying flags portraying secular state founder Mustafa Kemal Ataturk, leftists, nationalists and other groups opposed to Erdogan, who has won three election victories since 2002.

A large area around the square was closed to traffic, approach roads barricaded with paving stones and debris.

Erdogan suggested Turkey was at a historic moment.

"Today we are not at May 27, 1960, nor are we at September 12, 1980, nor are we at February 28, 1997," he said, referring to two coups led by a staunchly secular military and a third in which an Islamist-led government was forced to resign.

"Today, we are exactly where we were on April 27, 2007," he said, referring to the election of Abdullah Gul to the presidency, a post seen as guardian of the state's secular foundations, despite his history in political Islam.

It was seen by supporters of the AK Party, founded by Erdogan and Gul in 2001, as a final victory over a military that had toppled four governments in four decades.

"TEACH THEM A LESSON"

What began as a campaign against government plans to build over Gezi Park spiraled into an unprecedented display of public anger over the perceived authoritarianism of Erdogan and his Islamist-rooted AK Party.

Police fired teargas and water cannon at protesters night after night in Istanbul and Ankara last week, in clashes that have left three dead and close to 5,000 injured.

Speaking earlier in the southern Mediterranean coastal city of Adana, Erdogan dismissed the protesters and told cheering crowds to "teach them a lesson" at the ballot box next year, when Turkey holds local and presidential elections.

"Those now at Taksim, those who burn and destroy, those at various places across the country, I ask them, in the name of which freedom are you doing this?" Erdogan said at the opening of the Mediterranean Games, an international sports event.

"You should teach them a lesson at the ballot box ... You will go from door to door, house to house and work hard."

Still by far Turkey's most popular politician, Erdogan has pressed on with government business as usual despite the unrest.

The AK Party has ruled out early elections and senior party officials said they may call their own public meetings in Istanbul and Ankara next week.

"My beloved brothers, we're walking towards a better Turkey. Don't allow those who attempt to plant divisive seeds to do so," Erdogan said at another speech in the southern city of Adana on Sunday, from atop of a bus emblazoned with his picture and the AK Party's slogan, "Big Country, Big Power".

The organizers of the initial protests in Taksim, calling themselves Taksim Solidarity, repeated their call for the redevelopment plans in the square to be abandoned, police use of teargas to be banned, those responsible for police violence to be dismissed and bans on demonstrations to be lifted.

"The demands are obvious. We call on government to take account of the reaction (on the street), act responsibly and fulfill demands being expressed by millions of people every day," the group said in a statement.

Erdogan has made clear he has no intention of stepping aside, pointing to the AK Party's rising share of the vote in the past three elections, and has no clear rivals inside the party or out.

He has enacted many democratic reforms, taming the military after the string of coups, starting entry talks with the European Union and forging peace talks with Kurdish rebels to end a three-decade-old war.

But in recent years, critics say his style, always forceful and emotional, has become authoritarian.

Media have come under pressure, journalists have been imprisoned, opponents have been arrested over alleged coup plots and moves such as restrictions on alcohol sales have unsettled secular middle-class Turks who are sensitive to any encroachment of religion on their daily lives.

European Union foreign policy chief Catherine Ashton called on Sunday for an end to violence and for reports of police abuses to be properly investigated.

"It is essential that all violence stops and that all cases of excessive use of force by the police are recognized as such and investigated promptly, and that those responsible are held fully accountable," Ashton said in a statement.

All the New iOS Features Your Old iPhone Won't Get

As expected and widely reported ahead of today's keynote, Apple introduced a completely revamped iOS at WWDC. Not only did they ditch the skeuomorphic design scheme in favor of something a little more colorful and fun, the company added a handful of neat new features?some old, some new. But as with any major update to the mobile OS, there are a handful of features that won't be coming to older generation iOS devices. (Hint: It's because Apple wants you to upgrade.)
